I doubt many would be, after all it’s electronic and so easy to track than
cash in hand, and company’s do have obligations to check if briefly folks
have the right to work, and these are fairly large companies who are also
clearly running not illegally but certainly not within the spirit of the
law, and as such are under scrutiny! 

See Uber who ignored such stuff so Transport for London removed their
license to operate, for a while.

Uber who are operating both taxis and delivery bikes, they know they are
being watched and are on thin ice.
