I never read 'Little Brother'. When I go to the library I usually scan the shelves for the author. That series is shelved in YA. I don't know where that is in the new library but the old one had a separate kids section and I felt out of place. I can't remember the author or the book but I did make the trek once. I was surprised it had been tagged as YA. I asked a librarian and she said they go with whatever the publisher calls it. It wasn't obscene but it didn't seem to fit the genre. I think kids should be able to read whatever they want to but if you have a special category there must be some criteria.
