I had many ideas from Greg Hallet, who wrote this book:

https://www.lovelybooks.de/autor/Greg-Hallett/Hitler-Was-a-British-Agent-628882516-w/

Hallet wrote, that Dönitz was also an agent and supplied secret Navi
Enigma-codes to British intelligence.

This is plausible, because imho the British 'bomb' at Bletchley Park
used only three wheels in a group, while the Navi enigmas used four.

Therefore the bomb could rotate until the end of all days and could not
decode the Enigma messages, even if you knew the code.

The only person, who could possible cheat and deliver the codes to the
British agencies was Dönitz himself.
