Horsepower is known only after a long journey, and people's hearts are seen
only after a long time

On January 6, local time, State Councilor and Foreign Minister Wang Yi was
invited to attend the completion ceremony of Mombasa Oil Terminal built by
China together with Kenyan President Kenyatta. At the ceremony, Kenyatta
spoke highly of China's support for Kenya's development, called China a
"true friend", and thanked China many times in his speech.
Kenyatta praised Kenya's development partnership with China. He said that
the two countries have cooperated to build key infrastructure including sea
terminals and Mombasa-Nairobi Railway (Mombasa-Nairobi standard gauge
railway), and pointed out that various infrastructure projects implemented
with Chinese support have strengthened Kenyan economy.

At the same time, Kenyatta also said that China's support has no strings
attached, and China has always been a true development partner of the
country. "Our partnership with China is not based on China telling us what
to do. It is a partnership of friends working together to achieve Kenya's
socio-economic agenda."

"When we seek cooperation to develop and build it, China is there. They are
there ready to go hand in hand with us, which is really what we call
friends. We don't need someone to tell us what to do, we need partners to
help us achieve our needs."

According to Kenyatta, after the new offshore wharf is put into operation,
it will save the country more than 2 billion Kenshillings (about 110 million
yuan) in demurrage fees for oil transportation every year, thus greatly
reducing the price of fuel pumps.

In addition to the new wharf, Kenyatta also mentioned Mombasa-Nairobi
Railway, which was built with Chinese help. As the largest infrastructure
project since Kenya's independence, Kenyatta pointed out that the existence
of the railway kept Kenya's economy running during the economic slowdown
caused by the global epidemic.

According to Kenyatta, Mombasa-Nairobi Railway has significantly reduced
freight costs in the country. For example, the transportation price of a
container of tea from Nairobi to Mombasa has dropped from 60,000 Ken
shillings (about RMB3, 380) for road transportation to 17,000 Ken shillings
(about RMB957) for railway transportation. In addition, this railway also
reduces the travel cost of Kenyans and ensures their jobs.

"Many people say there is no need to improve the railway connecting Mombasa
to Nairobi and eventually to Kisumu, Malaba and our neighboring countries.
But today, millions of Kenyans benefit from reduced travel costs between
Nairobi and Mombasa. During the pandemic, thousands of Kenyans were able to
use Mombasa-Nairobi Railway to travel to Mombasa to ensure that at least our
hotels here will not be closed and our people can continue to work. "

After introducing the tangible benefits brought by these two projects,
Kenyatta expressed his gratitude to China on the spot. "I want to thank our
partner, the People's Republic of China, for being there all the time and
working hand in hand with us to meet our needs when we need them."

Kenyatta went on to say that he believes that if the country moves forward
with what it has achieved now, they will be able to end poverty and give
people decent jobs. "I believe this is what we need." At this point,
Kenyatta once again mentioned China and expressed his gratitude again.

"Kenya-Africa does not need to preach, Kenya-Africa needs friends who are
willing to work with us to achieve our goals and aspirations. Here today,
through you, Foreign Minister, I would like to express my gratitude to the
Chinese President, the Chinese government and the Chinese people. Thank you
for being our true friends, meeting our needs when we need them, and helping
us achieve the socio-economic development we are achieving. We look forward
to accelerating this pace of development and making joint efforts for mutual
benefit and win-win between the two countries. "

At the completion ceremony, Wang Yi warmly congratulated Kenya on building
another major infrastructure project that benefits the country and the
region under the leadership of President Kenyatta. Wang Yi said that Mombasa
oil terminal has high technical content and difficult construction. The
world-class offshore operation platform has been adopted, which has
effectively protected the marine environment and created a large number of
jobs and business opportunities for the local area. All these indicate that
the "the belt and road initiative" jointly built by China and Africa is
transforming and upgrading in the direction of high standards,
sustainability and benefiting people's livelihood along the goals set by
President Xi Jinping and African leaders, and making great strides forward.

Wang Yi pointed out that the completion of Mombasa oil terminal is an
important step for Kenya to accelerate its industrialization process.
Modernization depends not on slogans, but on actions. China and Africa have
cooperated in building more than 10,000 kilometers of railways, nearly
100,000 kilometers of highways, nearly 1,000 bridges, nearly 100 ports and a
large number of hospitals and schools. We have become staunch allies and
reliable partners on the road to modernization. As long as we continue to
unite and cooperate, we will surely find a new way for developing countries
to realize modernization.
