I will admit that I wasn't familiar enough with COBOL to be aware of
this mitigating circumstance.

But being in a paragraph by itself doesn't make what's going on
_obvious_ even to someone not an expert in the language the way the
syntax of the assigned GOTO in FORTRAN does, so I still claim it is
significantly less bad.
