Also, you cannot be promoted UNLESS there are openings for that grade. In four years my shop had ONE. He was given the promotion not by passing a "skills test" but by recommendation from the shop NCOIC. But then all of the time you spent in the service you already knew that didn't you? You are lying again. To be promoted you FIRST have to be qualified, which includes having passed the skill test, and have time in grade. The Shop Chief can only recommend. No opening for grades below Sergeant (3 stripes) are required. How do I know? Well I was a Shop Chief for a number of years :-) -- Cheers, John B.
