Yes, it can be done using vnc. The mouse and keyboard can be taken over, with the video displayed both locally and remotly. I used it in the past when first introducing my brother in-law to linux. He has never had any classroom or on line computer training, and struggles with the basics. He was quite surprised when I moved my mouse and the pointer on his screen moved, and I was able to open a konsole session, on his screen and type commands into it, or move the mouse pointer to open the menu and select a program to execute.
