True, but they were nice enough to collect comments from various bishops on the topic of the death penalty. I suspect that if the USCCB deviated from a stated policy of the Catholic Church, we would be reading about it in the news. Most of the writing are by various bishops, but if you go down the list, you'll find comments by various popes. The first is probably the most interesting: The new evangelization calls for followers of Christ who are unconditionally pro-life: who will proclaim, celebrate and serve the Gospel of life in every situation. A sign of hope is the increasing recognition that the dignity of human life must never be taken away, even in the case of someone who has done great evil. . . . The pope (in 1999) did exactly that (see above). I agree, there would be some discussion on the matter. Maybe you could phone the pope and ask him for a personal statement on the matter.
