An update to the situation:

When I make a change to my desktop (my main computer), it's not seen
on my Android phone. If I then go to the laptop and look at OneNote,
the change isn't there, but if I wait a second or two, it quickly
appears. If I then go to my Android phone, the change then also
appears there. It seems that the phone synchs to the laptop, but not
to the desktop.
