Ce n'est pas ce que dit Wikipedia :
https://fr.wikipedia.org/wiki/Relation_d%27ordre
On y voit qu'on dit "inférieur" pour <=, et strictement inférieur pour 
"<". Mais l'usage est effectivement le contraire ("<" inférieur et "<=" 
inférieur ou égal, et c'est l'usage en programmation par exemple).

En maths, on dit bien strict pour "<" :
