I used Tcl/Tk 9.0b2.

I can't tell you which tklib I used since there is no overarching version 
number and the source file I downloaded doesn't have a version: 
Tk+Library+Source+Code-trunk.tar.gz
However:

$ wish9
% package require tooltip 
1.8.2
