Don't count on that. I've worked for and with some very clever Chinese 
electrical engineers. This is an impressive design that works very well:

I was paying over $1000 per unit to get a similar but lesser capability in 
an Agilent (HP) power supply.
It's only the voltage and current regulator and needs a DC power source, 
which I built cheaply from an old arc welder.

I've communicated with the designer who complained that the Chinese 
government encourages other companies to freely copy and learn from his 
creations.

Early versions were somewhat flaky, that one has been reliable. Unlike 
conventional AC refrigeration it's a good match to solar power since it can 
run directly from a 12V or 24V battery and doesn't draw a large starting 
surge.

China and Russia are hindered by their incentive-killing socialist systems, 
not by their individual talents. Russia was among several countries that 
secretly developed Radar concurrently with Britain.

The Nazis discarded only enough socialism to gain the cooperation of the 
industrialists they needed to rearm. What was left seriously hindered 
scientific advancement such as the Uranium and Walter U-Boot programs.
