Could you explain?

It would seem to me easier to attack a spotted launch site
than to intercept a moving missile.

Probably it is already standard procedure to scatter the missiles
to different launch sites and tell the one guy to get out before
launch and tell the other guy to remain there for hours after launch
if you do not like that other guy.

They everyone can falsely claim that their missiles were automatically
set to return fire to launch sites.

But what are the advantages of the Shahed 136?
