The first lines of what's in the iOS 17.4 release proves what I said.

None of you strange Apple religious nut cases can fathom what Apple said.

It's because Apple focuses their marketing expressly on people like you.
Stupid people. Kids. Teenagers. 

Apple doesn't advertises to intelligent adults.

Apple advertises iOS 17.4, first and foremost, to people who only care
about emoji (which is easily proven by Apple's own iOS 17.4 description).
