"I can't drive as fast as I imagine in my fantasies! I'm being punished!" makes no sense to me. It seems no different than "I can't wander into a bike shop and take anything I want! I'm being punished!" Speeders seem to have unrealistic estimates of the amount of time they're saving, and unrealistic estimates of the importance of their time. "Outa my way! I gotta get home FAST!
