Maybe.  Even the admiral doesn't know the details.  And as far as I'm 
aware Kovich isn't even in Star Fleet.  I'm not sure exactly what his 
title is although he gives off a very strong section 31 or future 
equivalent vibe.  But who cares, it's David Cronenberg and he steals 
every scene he's in.

I like it.  This is the final season and apparently they had enough 
notice to wrap everything up.
