Tell the clerk "I want to be licensed as a brand-new driver and I'm hear
to take the driving test." Then surrendering your existing license and
informing the other state won't happen. If they mark the old license as
"invalid", you are going to have a difficult time using it as
identification especially if you are still a part-year resident of the
other state.

Of course, if you've converted to REAL ID, then they'll look you up on
the Homeland Security database, which recognizes just one primary
residence at a time.

In that case if it expired, you can say legitimately that you don't have
a valid driver's license from another state!
