It does this across a routed network. The DHCP relay agent is only needed when the DHCP client doesn't have a valid IP address and / or sends to the broadcast address. When the client does have a valid IP address it uses routed unicast to talk to the DHCP server using the very same DHCP protocol. -- Grant. . . .
