I thought, basically, Canon *IS* whatever appears on T.V.!

Classic WHO had The Watcher (??) who merged with DoctorTom to regenerate 
into DoctorPeter.

Why couldn't such a thing have happened before, so keeping the numbers 
of 'Time Lords' to a reasonable number??
