What are you talking about? Apprehending a foreign-flagged ship at sea --
merchant, passenger, navy or coast guard -- was an act of war. The British
navy was impressing men into the British navy, and that included Americans.
They confiscated merchandise. They were enforcing a blockade versus
France. There was no lawful jurisdiction to do anything of the kind.

The British violated numerous treaties it had signed with American not
to do such things, and the impressment of Americans into the British
navy continued for several additional decades despite the Treaty of
Ghent.

It's counterterrorism with counterspying. They've been doing it since
9/11 since anything happening anywhere can result in an attack in New
York. They must have to work actively to get rid of the Bronx accents to
be effective spooks.
