Voters tried to throw the bastards out, but before the previous village
council expired, they gave an overblown contract to the single employee,
the finance officer, who reports to a volunteer, her own father, the
village administrator. They have been keeping access to village hall
walled off to the newly-elected mayor. The old council forced the new
mayor not to be able to speak to the corporation counsel.

For obvious fiduciary reasons, these two cannot be related.
