IBM was certainly aware of CTSS which was running on a 709 and then
7090 in 1961.

As I've said before, I think they thought the 360's design was
adequate for time-sharing, but they guessed wrong and believed it
would be practical to move code or data by updating base registers.
Hence Brooks' comment about SS insructions not having both base and
index, fields and the flat statement in Design of Design is that their
worst mistake was not to include virtual memory.
