The first episode and the third episodes are the weakest IMO.  But 2, 4 
and 5 were good.

It's my understanding this episode was filmed first.  And the reason the 
Doctor is barely in this one and the previous episode is the actor was 
also starring in a different TV show and that show had priority.  But 
that show is done now so going forward there shouldn't be any more 
issues.  And we've already seen in the other episodes filmed later he 
was fully in them.
