The 'consumer' ISPs do,.

BTs standard support call is
"is the purple light blinking"
"yes"
"switch off the router and switch it on again"

Most 'technical ' people would never use BT.

IDNET have a support team that seem to actually understand broadband, 
and speak english, rather than reading from a script in Calcutta
