At best, you reduce pedaling pressure. Correct, it isn't good to shift under load, and it isn't good to stop pedaling. The former is quite common, but the vast majority of people who ride bikes know the latter simply doesn't work. Tommy simply hasn't learned the nuance of reducing the pressure while still pedaling.
