To get free media so that people in the local community know who they are (and that they're staunchly whatever) when they run for higher office. And particularly in the case of non-partisan elections, it's a way to indicate to supporters of a particular party that you're one of them even though the party isn't shown on the ballot. In most cities, the city council doesn't actually run things: the mayor (if there is one) and professional staff make all the important decisions and the council gets to ask them questions about it and grandstand. Occasionally a council will get sufficiently insistent about a policy that the staff will actually do what they say, particularly if there's line in the budget for it.
