I don't think he needs to be acting on behalf of a foreign government to be considered corrupt. I think merely acting on his own behalf and making decisions in office specifically for personal gain counts as corruption. President Clark from Babylon 5 and Lex Luthor would both count on that point; neither one was controlled by any foreign government although there is always room for a sequel. --scott -- "C'est un Nagra.
