It does because of the lack of customizability of GUI options on Windows.

For example, look at how Valve was able to create the Steam Deck with a 
GUI specifically optimized for gaming on the handheld form factor. 
Microsoft soon started talking about a “Windows handheld mode” to try to 
compete. That was two years ago. It’s still vapourware.
