Well it looks like it. So for those that didn't know this is a free 
mod/total conversion based on, you guessed it London, using FO:4. It was 
due to be released a few months ago but then we had Fallout TV so we got 
the FO:4 Next Gen (NG) update just before the FO:L(ondon) official 
release. Obviously panic stations as NG wasn't just a few minor bug 
fixes but instead a rather major overhaul meaning FO:L just wouldn't 
work. To make it even worse the NG update was a bit buggy so there's 
work ongoing meaning it can't be considered a stable platform (fixed).

The good news though, the FO:L dev's took the decision not to go with NG 
but instead the release they had used and have now finished the work for 
a degrade tool for GOG and the one for Steam is almost complete. If 
you're on Epic sounds like you're out of luck.

Me, I really looking forward to it obviously and hope all the hard work 
of the dev's has paid off.
