Is to say the outside world (NATO) has deployed its forces with
Ukraine, so in the interest of world peace, Russia will leave Ukraine.

Footnote - Putin says, it's Ok for Russia to get arms from China/Iran,
but its not OK for Ukraine to get arms from NATO countries.
