  FSVSVO "Excessive". For most servers, 3 newsgroups isn't anywhere
even close to excessive.

  What you're probably referring to cross-posting between some specific
groups which is 'not allowed' according to the group(s)' charter.

  Such kind of cross-posting can not be enforced world-wide, because
there is no generic server support to prevent/filter/'cancel' such
posts [1].

  So these posts fall in the category of posts-some-people-do-not-like,
i.e. not abuse of the net.

  Some people will consider it abuse on the net, but like most/all abuse
on the net, all you can do is client side filtering (or server side
filtering if you  happen to be and admin).

  So all in all, you (plural) seem to be barking up the wrong tree.

  Bottom line: You (plural) are trying to censor unmoderated Usenet.
That never worked and it never will.

[1] Correct me if I'm wrong. I've been a news admin for two decades and
still run a private server, but haven't run a public server in some two
decades.
