Last I heard you can't anymore. If you have no internet connection, it will create a temporary account but the moment you connect the machine to the internet it immediately forces you to make a Microsoft account which then replaces the temp account. The only way around that is if you have a AD/DC on the network and your using Windows Enterprise. Then you don't need a Microsoft account (nor do you need a Microsoft Azure/Work account either).
