The American economic embargo has wrecked the productivity of even the 
Cuban sugar industry.

"There's not enough trucks and the fuel shortages mean sometimes several 
days pass before we can work,"

They can still grow it, but half the sugar processing plants aren't 
working any more, and without enough trucks even the ones that are still 
working can't get all the cane the could process.

John Larkin is basically crowing about the effectiveness of the 
long-running US economic embargo on Cuba. Trump actually ramped it up 
when he was in  power.
