People aren't playing those games because they are FIFA games, people are playing them because they want to play football without getting off their couch. Also FIFA is just not a good brand to begin with, they have exactly one meaningful product that people are really interested in, and that's football. Gamers long have learned to expect the worst about licensed games. The FIFA brand isn't necessarily that great a boon for a game.
