It is very similar to the way Russia is run, although there, with no democracy, they don't even bother to pretend its anything but a mafia supported oligarchy. I don't think it has any good name. We knew who the Fascists were in the 1930s because they called themselves Fascists, and they competed with the communists for control of totalitarian regimes. Today both right and left are leaning towards totalitarianism again.
