Because they can.  I've not looked into it, but I suspect that these are 
probably licenses that MS originally had for foreign markets .. eg, 3rd 
world countries. For them to accept a small amount does capture that 
customer away from Pirated software, as well as Google/FOSS competitors.

Hmm...wonder if I still have 4.3 around someplace ... as well as an old 
enough PC on which it would run?  It has value in that it would be 
compatible with various now-orphaned file formats (I think Word 5 was 
the last version which supported embedded postscript?).
