Sometime after the sale to Musk, twitter changed to a "you must be logged in to view this" mode -- however their error messages were never updated to tell anyone that fact. FWIW, for most "tweets" if you replace "twitter" in the URL with "xcancel" (i.e. "twitter.com" -> "xcancel.com") then after some "anti-robot" JS juggling, the 'tweet' will usually appear.
