I saw this video and I have the answer for all the bystanders who were asking
where her parents are:

(1) By the odds, there's likely to be only one parent in this kid's life.

(2) That girl's mom is in another part of the store stealing anything she can
get her hands on while her sprog causes a massive diversion of attention away
from her.
