Recall, there are lots of things that an Average Joe can purchase and use, here, that would raise eyebrows in England. One can own/sell "small" pyrotechnic devices without a license (required for anything holding more than 50mg of powder). When my father-in-law built his home (70 years ago?) he placed sticks of dynamite on the ground to MOVE "excess material" out of the way. (life in the "Wild West").
