Jan is too dim to realise that Ukraine already has nukes, generating 
electric power. He is also too dim to realise that Russia would love it 
if the Ukraine had nuclear weapons (as Russia already has) - the 
Russians would let off one of their nukes close to the Ukraine and 
proceed to nuke the Ukraine into impotence as "necessary retaliation".
