Or it signals something a lot less terrifying - Putin is indulging in 
attention-seeking behavior.

Like Trump, he might - in theory - be mad enough to think about doing 
something really stupid - but, like Trump he is surrounded by people who 
owe their position to not carping about his lunacies, but have enough 
sense to realise that being top dog in a smoking heap of rubble isn't an 
attractive prospect.
