Somehow or another, that money makes it back to the home country of the 
people that make the remittances, presumably through bank transfers of 
some kind. (I've seen ads for apps that can be used for remittances but 
I assume they still use banking systems like SWIFT in one way or 
another.) The government presumably has reporting requirements for banks 
so that the government system is notified about all money coming into 
the country and then sees the remittances as income that is eligible for 
taxation. If the recipient of the remittance doesn't pay the appropriate 
tax, the government notices because it hasn't collected as much tax as 
it expected and sends their equivalent of the IRS after the person who 
hasn't paid the tax.

Do you not know ANYTHING about how government works??
