Why you chose to point us at a garbage source to start, I don't know. The reservoir was down for quite some time to repair rips in its cover. Would it have made a difference? We're certainly going to see analysis of this in the coming months, as politicians move into the finger-pointing phase. The impression I get is that it would have helped, but not hugely. It could have feed some more water to the tanks that pressurized the hydrants, but probably not fast enough to keep the highest ones running. The system simply wasn't sized to deal with this big and widespread a fire - it would have been fine if a few streets were involved but not 30 square miles of houses. The problem was compounded by the high winds, which not only spread the fire, but also grounded air tankers. pt
