Since when does a government or city council *ever* do anything that actually makes sense?! They'd rather just keep wasting the tax-payer's money on silliness and duplication. Around here we've had roads that have been re-surfaced (unnecessarily so), only to be dug up again a few weeks later for some other needed repair / "improvement". The semi-official name for Auckland city is "the city of sails", one of the many unofficial names is "the city of cones" thanks to all the roadworks always going on. :-\
