We can't evaluate his private thinking...his public speak is not
something one would want to trust.

I believe his tariff sales pitch is false rhetoric.  It's the higher
US wages that brought about the "rust belt" during/after Reagan era,
and US workers can't exist on Mexican/etc wages.  

Tidbit - I heard the other day a good Mexican wage per day was the
same per hour for an US worker....say, $20.00/day vs $160.00/day
