Always purposefully helpfully striving to add on-topic value... 

Since our esteemed Professor Lorenz has so eloquently brought up the
subject, I feel it apropos to observe that, in a sense, both the term
Redneck & Hillbilly generally deprecatingly refer to white, rural,
uneducated working-class people... the Hillbilly hails generally from the
Appalachians while the Redneck is more broadly associated with the South.

However, as badgolferman noted, there's no legal restriction on using these
endearing words for someone like, oh, maybe me. Since I live in the boonies
of Silicon Valley, I often describe my "redneck repairs" where, in my use,
it's of the sense that the back of my neck is sunburned from the outdoors.

Note: Since I live in California, my pronouns are Me, Myself, and I.
