The ID perps did not show up again to run the bait and switch.  If the 
Bill had passed it would have been as bad as the passage of the first 
West Virginia legislation naming ID as what the creationists wanted 
taught in their public schools.

The ID perps used to pay someone to track the creationist rube attempts 
to teach ID in the public schools, but I think that they did not refill 
the position after the bait and switch on Utah in 2017.  It had been 4 
years since that position had been needed after the dual bait and switch 
on Louisiana and Texas in 2013 that resulted in the ID perps removing 
the claim that they had a scientific theory of ID to teach in the public 
schools from their education policy.  The ID perps likely didn't want to 
waste the money on refilling the position.

I do not know what is getting the rubes to try to teach the junk again, 
but they apparently need to refill that position in order to insure that 
the bait and switch goes down before any legislation is passed.  They 
got lucky and got a second chance with West Virginia, and the North 
Dakota case seems to have failed on it's own without ID perp interference.

Seth Cooper screwed up in Dover.  He had the job of running the bait and 
switch, but it had likely become routine after having to run the bait 
and switch 100% of the time since Ohio in March 2002.  Cooper failed to 
follow up to make sure that the rubes understood that the bait and 
switch had gone down.  He likely did not realize that the Dover 
creationists were too ignorant, stupid and dishonest to understand what 
the situation with the ID scam had been for the previous 3 years.  This 
resulted in the first failure of the bait and switch, and the Dover 
rubes trying to teach the bogus junk in spite of what the Discovery 
Institute wanted them to do.

The ID perps were caught off guard in West Virginia and if the Governor 
had signed the legislation with ID named, the ID scam would have likely 
had another day in federal court.  It looks like they were also caught 
off guard in North Dakota, but got lucky both times.

For some weird reason it looks like the ID perps need to refill the 
position that was responsible for implementing the bait and switch. 
Relying on Luskin to do it after the fact is likely a losing 
proposition.  The ID perps have never retracted any of their teach ID 
scam propaganda (Luskin is a coauthor of the post Dover teach ID scam 
propaganda) but they haven't been pushing it for years.  The West 
Virginia creationist rubes may have woken up other dishonest 
creationists willing to teach the junk.

Before Texas and Louisiana in 2013 the ID perps had to be very efficient 
in running the bait and switch on the rubes even after ID was exposed to 
be a creationist scam in Dover in 2005.  Their biggest bait and switch 
effort likely occurred in Florida back in 2009 when 9 county school 
boards and the state legislators wanted to teach ID in their public 
schools.  Luskin led a team of ID perps sent to Florida to run the bait 
and switch on all the school boards and the state legislature.  Florida 
dropped the issue instead of bending over for the switch scam, but a 
state legislator had to have the bait and switch run on him again when 
he tried to reintroduce the teach ID scam legislation the next session. 
That is the type of creationist rubes that they have falling for the 
teach ID scam.  Even after the West Virginia legislator had the bait and 
switch run on her, and she removed mentioning ID from the act, she 
continued to claim that ID was going to be taught in the public schools 
after the Governor signed the switch scam legislation.  Too stupid to 
breath, is an apt description of ID scam supporters.
