We live in a tightly closed loop planetary economy now: there is nowhere to have "a little war far awa' to raise the price of man an' beast", so War has no tangible human benefit$. Since we are still gonna need Civil Defense in the years to come, I would begin by relocating the department of defense under whatever department is responsible for public heath and welfare.
