What drives any open-source project is not the number of users, but the degree of active contribution to the project--whether it be code, documentation, packaging, being helpful in forums or whatever. Porting open-source software like GCC to Windows might greatly increase the number of users, but it will not make anywhere near as great a difference to the number of people able to contribute back to the project. That’s just the nature of the Windows ecosystem. So all in all, the project maintainers end up with a greater support burden, for less reward.
