Not just Dalek plans ... most TV and movies in general don't really 
make sense when you think about it fully. Sci-fi, especially when 
involving time travel, doubles-down on the not making sense. That's why 
episodes of shows like Star Trek where they simply push the big red 
reset button (literally in the case of a David Tennant Doctor Who 
episode!) are just a complete waste of time by lazy writers who can't 
think of anything sensible to write.
